The Directive on the rules of transfer of defence-related products within the European Union also aims at improving the competitiveness of the defence sector and enhancing industrial cooperation. It establishes a European authorisation system based on the issuance of transfer licences to suppliers, increasing the transparency and security of transfers. The Directive also facilitates the purchasing, maintenance and repair of European defence products.
A new regulation that simplifies and clarifies the existing framework for placing construction products on the market was also incorporated into the EEA Agreement. It lays down the conditions for placing these products on the market by establishing harmonised rules on their performance in relation to their characteristics, as well as on the use of CE product marking.
The Joint Committee also adopted a regulation that aims to improve safety standards and the operation of the air traffic control system in Europe by issuing an air traffic controller’s licence based on common requirements. Harmonising the patchwork of national licences and licensing criteria will enable controllers to work within the entire Single European Sky. This is necessary for the creation of future functional airspace blocks and makes the mutual recognition of licences obligatory. The incorporation of this regulation into the EEA Agreement ensures that all members of the EEA follow the same safety guidelines in their training systems.
The Joint Committee, chaired this semester by the EU, is responsible for the day-to-day management of the EEA Agreement. It provides a forum for the EEA EFTA States and the EU in which views are exchanged and decisions taken by consensus to incorporate EU legislation into the EEA Agreement.
